In February 2021, the Federal Government through the Ministry of Humanitarian Affairs and Social Development disclosed that it had engaged the services of 5000 independent monitors for the National Social Investment Programme (NSIP).
The core mandate of the monitors was to pay unscheduled visits to communities, schools, agriculture training centres and other training camps across Nigeria to ensure that beneficiaries of the N-Power and other programmes are paid for the work they do.
Subsequently, the NPower Independent Monitors were trained at various centres across Nigeria on how to diligently carry out their roles as was reported in one of our posts that were published on February 17, 2021
And by July 11, 2021, during the inauguration of N-Power monitors in Rivers State, the minister through one of her aides Ngene Bashir stated that the beneficiaries would have to be certified by an independent monitor before the Batch C, stream 1, are paid.
She said, “The ministry reserves the right to withdraw and disengage any monitor for inactivity or double standard or practices. The duration of the assignment is a year”
Fraudsters Exploiting Beneficiaries
In our July report, we did point out that some of the monitors might compromise by exploiting beneficiaries.
Already, some beneficiaries who are yet to receive their NGN30,000 monthly stipend are being duped by some monitors across the country.
Some of them were asked to pay the sum of NGN1,000 for them to be cleared for payment.
Details of N-Power Beneficiary Monitoring Form
In a disclaimer by the Facebook Page of N-Power on Tuesday, December 7, 2021, the NSIP office revealed the content of the N-Power Beneficiary Monitoring Form.
The form was entitled, “Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development, Form E: N-Power beneficiary monitoring form (to be filled by independent monitor)”
The form contains the following details of beneficiaries:
- GPS Location
- Date
- State
- Local Government Area
- Ward
- First name of N-Power beneficiary
- Phone number of beneficiary
- Is N-Power beneficiary a graduate?
- Category type
- Place of primary assignment
- Have you taken your independent test? Yes or No?
- Number of working days within the reporting month
- Number of days worked by the N-Power beneficiary
- Reason for being absent from place of primary assignment where applicable
- Has the beneficiary gained a new skill in this place of primary assignment?
- Has he/she commenced any other trade?
- What is the N-Power beneficiary’s plan after N-Power?
Who designed the N-Power beneficiary monitoring form?
Details of who came up with the form aren’t known at the time of fact-checking the report, however, it’s very clear that some NSIP independent monitors are out to exploit beneficiaries who have not been paid.
It’s very difficult for anyone who doesn’t know the activities of the programme to design this kind of form.
Besides, this isn’t the first time some unscrupulous individuals would be exploiting the system. Between 2017 to 2019, some beneficiaries in Ebonyi State cried out that government officials who should guide them to resolve their issues demanded bribes from them.
Also, in October 2021, NSIP had to discredit a report that FG was recruiting for batch D when a fake online application surfaced online that interested unemployed youth should apply.
Do You Have To Pay NGN1,000 N-Power Beneficiary Monitoring Form?
The ministry of humanitarian affairs has refuted the claim that it’s behind the sales of the N-Power beneficiary monitoring form.
“This form in circulation is sold for N1000. This DOES NOT emanate from us. N-Power doesn’t sell forms to beneficiaries and trainees in the programme,” the statement reads on its official Facebook Page.
The independent monitors are temporary employees of the government of ensuring that the primary objectives of the programmes were achieved, according to The Nation report and they are paid directly by the government.
Verdict
The monthly clearance of the N-Power beneficiary is FREE. The monitors have been given devices to send their reports directly to the NSIP office in Abuja. You don’t have to pay anyone to be cleared if you’ve diligently played your part. You can monitor the Batch C 1 payment update in our November 5 publication.
