Founder of Oyins International Resort, Abiola Quadri, Sentenced to 11 Years for $1.3M COVID-19 Relief Fraud in the U.S.

The founder of Oyins International Resort, Abiola Femi Quadri, has been sentenced to 11 years’ imprisonment for a $1.3 million fraud scheme involving stolen identities used to claim COVID-19 pandemic unemployment and disability insurance benefits.

Quadri’s fraud scheme—$1.3 million—is worth N1.9 billion in Nigerian currency using the 1,527 USD/NGN exchange rate. The sentencing of Quadri is coming barely five months a tradition ruler in Osun State, Oba Joseph Olugbenga Oloyede, Oloyede Latimogun I of Ipetumodu, was charged for fraudulently obtaining over $4.2 million in COVID-19 relief funds along with Edward Oluwasanmi. Pastor Edward was sentenced to 27 months imprisonment on July 5, 2025.

According to U.S. Immigration and Customs Enforcement (ICE) on its website and across social media platforms including X, Facebook, and Instagram, Abiola Femi Quadri, who is based in San Gabriel Valley, began to withdraw the fraudulently acquired proceeds from ATMs starting in 2021.

He was arrested in September 2024 at Los Angeles International Airport as he was planning to fly to Nigeria. He had already wired at least $500,000 (N763.5 million) to Nigeria during the scheme, which he used for the construction of an expensive resort in his home country, Nigeria.

Findings by our reporter showed that Oyins International Resort was officially launched on May 18, 2024, at a lavish event held in Ijebu-Ode, according to a post on Instagram by popular Nigerian Yoruba movie star, Soji Taiwo popularly known as Omobanke. The launch date of the resort falls within the same period Quadri is believed to have wired proceeds from his U.S. base.

He used COVID-19 fraud money to build Oyins International Resort

Detailing how Abiola Femi Quadri perpetrated the fraud, ICE stated that the culprit began the construction of one of the most expensive resorts in Nigeria, called Oyins International Resort. He, however, didn’t disclose his ownership of the flamboyant resort.

ICE’s statement reads in part:

“He also paid for the construction of a 120-room resort hotel in Nigeria, the Oyins International, that includes a nightclub, a mall, and additional high-end amenities. Quadri failed to disclose his ownership of the hotel as required when completing his financial disclosure to the court.”

Got U.S. permanent residency through a fake wedding

His trial began when U.S. authorities found out that he had acquired permanent residency in the United States by deceiving a U.S. woman into agreeing to a wedding proposal—commonly called a ‘fake wedding’—just for the purpose of enjoying special privileges offered by the U.S. government.

ICE disclosed that he pleaded guilty on January 2, 2025, to one count of conspiracy to commit bank fraud.

Further investigations revealed that he had 17 images of counterfeit checks worth over $3.3 million on his phone, “along with messages discussing negotiations for the checks.”

Through his U.S.-based company in Altadena, Rock of Peace, the fraudster received payments from California “to provide daycare services to developmentally disabled children,” but unfortunately, Quadri didn’t. This led to agents discovering at his home that he had misappropriated children’s food-aid debit cards.

ICE’s investigating team found that he had submitted over 100 fraudulent applications using stolen identities and “used the money to build a nightclub and mall in Nigeria.”

On July 10, 2023, after being found guilty of all allegations leveled against him, U.S. District Judge George H. Wu sentenced the 43-year-old Abiola Quadri to 135 months in prison. He was also ordered by the court to pay $1,356,229 in restitution and a $35,000 fine.

Where is Oyins International Resort located?

Oyins International Hotel and Resort is located at the former Oke Nla Chamber, Old Epe Garage, Ijebu-Ode, Ogun State, in the southwestern part of Nigeria. The hotel, founded by 43-year-old Abiola Femi Quadri, houses up to 10 other businesses.

Some of the arms of the Oyins Resort include Oyinz Mall, two large, well-furnished event centres, Galaxy Game Centre, a restaurant, a lounge, Golden Hive Hotel, a pool bar, and a nightclub where ladies engage in lap dancing and pole dancing, among others.

The rooms are pricey. For instance, the King Suite in Golden Hive Hotel—an arm of Oyins International—costs N100,000 per night, while an apartment specifically designed for families that want a home away from home costs N2.7 million per month.

Oyins International Resort is rated as one of the best and most expensive places in Ijebu-Ode and Ogun State as a whole.

There are other hotels that bear the name Oyins in Lagos, but InfomediaNG cannot reliably confirm if they are owned by Abiola Quadri.
